Which of the following most accurately describes the problem?

• Following joint representation from the Freight Transport Association and the Road Haulage Association, the DoE has arranged a programme of smoke emission demonstrations at heavy vehicle goods testing stations around the country. The first two demonstrations have been held and a spokesman for the ETA said that attendances had been disappointing.

The object of the exercise is to show at what level of black smoke the DoE considers that preventive maintenance is required. The programme is to be continued after the Easter vacation. On April 8 there will be demonstrations at Garretts Green, Birmingham, testing station at 10 am and at Featherstone, Wolverhampton, at 2.30 pm. The following day the demonstration team moves to Redbury, Stockport, where activities commence at 10 am.
