Which of the following most accurately describes the problem?

• Acceleration of strategic routes to ports which will be key links with Europe, and high-speed roads linking all main industrial areas was announced by the Government in a White Paper on Industrial and Regional Development.

Priority is being given to access roads to Tilbury, Felixstowe, Harwich and Hull.

Completion dates for the improvement of routes to Tilbury via Ringway 3 and A13, and to Felixstowe via Al2 and A45 have been brought forward a year from 1977 to 1976.

In Scotland, where access to and improvements of East Coast ports is of particular significance in the context of both entry to Europe and the exploitation of North Sea Oil, the Government has decided to accelerate the improvement of roads between Central Scotland, Perth and lnvergordon, and between Dundee and Aberdeen.

In Wales extra cash will be made available for the development and completion of certain important strategic routes, including the extension of M4 westwards across South Wales.
