Which of the following most accurately describes the problem?

SHELL-MEX and BP Gases Ltd., says that if LPG (COMMERCIAL MOTOR, last week) were used for fuelling vehicles licensed for highway use, the light hydro-carbon duty—today 42.9d. a gallon—would certainly be applied. It maintains that the introduction of this duty would mean that LPG's overall cost per gallon would be greater than either motor spirit or diesel fuel. The additional cost would more than outweigh any technical advantages LPG may have over established automotive fuels.

Shell-Mex and EP says, too, that LPG is produced for highly specialized industrial applications and also to meet large demands from gas boards throughout the UK.

Overall limits of LPG availability are such that widespread requirements for propulsion of road vehicles "could not be met from our current refinery production".
