Which of the following most accurately describes the problem?

A PAY award for Birmingham Corporation busmen operative on July 1 has been agreed by the Minister of Labour, Mr. Ray Gunter. The award, which gives bus crews another 9s. 3d. a week and extra money for working out of factory hours, was agreed with the TGWU several months ago, but has been delayed by the freeze. The cost of the award will be about £250,000 a year.

As part of the agreement, the union has said it will allow the introduction of more one-man buses.
