Which of the following most accurately describes the problem?

-Mr. Hodgson WHEN the North Western Traffic Commissioners last week granted an application to delete all vehicle restrictions on an express licence for a passenger coach fleet, the Chairman, Mr. C. R. Hodgson, said in Manchester that, in his opinion, there were "far too many licences with far too many restrictions nowadays".

The licence was held by Bracewells (Come) Ltd., Ribble Motor Services Ltd., Ellen Smith (Tours) Ltd., and David Tattersalls. Mrs. J. M. Pollard, for the joint operators, reminded the Commissioners that on three occasions during the past year, applications had been made for permission to run additional vehicles on the route which is from CoInc, Lancs., to Skegness. These had been granted, which indicated that the need had been adequately shown.

Objectors were the North Western Road Car Co. Ltd. and Trent Motor Traction Co. Ltd., who jointly run two services to Skegness. The first, established in 1964, is a circuitous route taking 71 hours. In January this year, however, they were granted permission to run the more direct route from Rochdale, with no restrictions. In the interim period, the applicants' service had begun, starting from Manchester but with nine various restrictions.

Figures showed that bookings were increasing and there would be heavy demands this holiday season. It was with this in mind, together with the fact that the objectors' starting point was 11 miles from that of the applicants', that the Commissioners released all restrictions.
