Which of the following most accurately describes the problem?

EASTERN Licensing Authority, Mr. W. P. S.

Ormond, granted a new B licence in restricted terms to Mr. D. W. J. Whitfield, of Potton, Beds., at Cambridge last week. Mr. Whitfield sought a licence for a 44-ton tipper to carry sand and gravel within a 50-mile radius. T. C. Ginn Ltd., and E. Hull Ltd., both of Bedford, jointly represented by Mr. T. H. Sills, objected.

Mr. Whitfield said he had experience as a driver and road haulier and wished to make a career in road haulage because six acres of his 11 acre smallholding were being taken over by the council, putting him out of the horticultural business.

Mr. M. J. Hinds, manager of Patton and Co. Ltd., supporting Mr. Whitfield's bid, said he wished to supply sand and gravel at short notice to customers in the Buntingford/Royston area where considerable housing developments were underway. The gravel would be collected from a pit at Hertford so that the vehicle operation would be efficient.

Both objectors produced evidence of some vehicle availability and both considered that the rate of Ss. 6d. per cubic yard paid by Potton Sand Co. for sand deliveries from Patton to Royston was reasonable.

The LA granted Whitfield a licence restricting carriage to sand and gravel for Potton Sand Co. Ltd. within 25 miles.
