Which of the following most accurately describes the problem?

TIME taken in loading and unloading vehicles often costs hauliers more than the transportation, RHA ex-chairman Mr. A. R. Butt told the South Yorkshire area in Sheffield last week. Hauliers now had to consider splitting their rating method, with one rate for transport and another for loading and unloading, or a demurrage charge.

But transport users could help themselves— as well as hauliers—by making arrangements to speed vehicle turnround. Colossal wastage went on daily, said Mr. Butt.

Discussing Freightliners he said that RHA members all over the country were very disturbed to see applications being made by the railways for licences to operate heavy road vehicles.

"We believe that there is a very great danger that if the railways operate road vehicles in connection with liner trains quoting an all-in rate, then while the rail rate may be economical, the collection and delivery might well be uneconomical and that part of the operation would in fact be subsidized."

Mr. Butt said the railways should concentrate on making their part of the operation first class and economically sound and leave the road haulage side to the people who knew that side of the business—the road haulage operators.
