Which of the following most accurately describes the problem?

• Changes to Customs examination procedures at Dover are designed to cut waiting times for drivers bringing lowrisk EC freight into the UK.

HM Customs and Excise says the system has been relaxed so fewer trucks with EC goods will be subject to random checks. The move is linked with the Forwarders Local Import Control (FLIC) which allows authorised forwarders with electronic data transferance systems to move goods quickly from the ports to inland stations for Customs clearance.

Terry Stone, chief executive of Dover Freight Consortium (DFC), says that since December he has noticed a marked drop in the number of consignments pulled in for examination. In December 64% of all vehicles received immediate clearance and 85% were cleared within two hours of arrival at the port.
