Which of the following most accurately describes the problem?

BLUE CIRCLE Industries' planned freight terminal at . Dartford is expected to be operational by mid-1982, with warehousing and marine facilities following later. Land reclamation at the 300-acre site near the Dartford Tunnel will start shortly.

The M25 is the key to the success of the project, according to a Blue Circle spokesman. Last week the nearby Swanley to Sevenoaks section of the motorway was given the go-ahead though work will not start until 1982/83. The 8.6-mile £47m section is the last stretch of the M25 south of the Thames to have its line of route fixed.

The Freight Transport Association has welcomed the decision of Junior Transport Minister Kenneth Clarke in fixing the route and says that his decision was consistent with the preservation of environment, conservation of energy, and the need to further the interests of trade and industry.
