Which of the following most accurately describes the problem?

ALL GRADES of lorry examiners are expected to be under strength in April, as was the case at the same time last year. Traffic examiners, with the exception of the supervisory grade, will also be below strength, said Transport Minister Norman Fowler in the House of Commons.

There was likely to be 46 senior traffic examiners, as last April, which would mean they would be three under strength. The number of examiners was expected to drop from 160 last year to 151 this, though the complement remains at 161.

Dealing with vehicle examiners, including staff engaged at heavy goods vehicle testing stations, Mr Fowler gave the April estimate for grade P & TOII as 79 — one more than last year. For grade III, the estimated figure of 312 compared with a complement of 327 for last April, while for grade IV it was 149, seven fewer than last year though the complement had risen from 172 to 178.
