TH E Essex hauliers were lined a total of £1,551 at Billericay on Tuesday for operat:ng tippers without carrier's licences and, in some instances, outside the conditions of licences held by them.

The first defendant, Mrs. May Brennan. of Basildon, pleaded guilty to 23 charges of operating two vehicles without I icences.

For the prosecution, Miss S. Norwood said that the offences were merely sample summonses, the work having been carried out continuously for about two or three months during last year.

After complaints had been received by the Licensing Authority, investigations were carried out at three sites where excavation, and road and building work was taking place. Two vehicles found to be operating without licences belonged to Brennan. When questioned by examiners, she said she was not wholly familiar with licensing regulations.

For Brennan, Mr, N. Williams said there was no deliberate flouting of the law, The vehicles were originally operated by the defendant's brother, but eventually passed to her control. She was lined a total of /247 with costs. • Maryon Transport Ltd., of Romford, pleaded guilty to using six vehicles without licences, and a seventh in breach of the conditions of a B licence held by the corripitny. Miss Norwood told the magistrates that in all there were 102 offences involving the first charge, and 18 offences in connection with the B-licensed vehicle—the vehicles working out of the same sites that were involved in the first case_ In a statement read to the court, a Mr. Saunders. secretary of Maryon Transport. said that the vehicles were originally to he used for Contract A work with another contractor. But the contract was abandoned and his firm had lost £1500 as a result. He was offered work at the sites mentioned in the charges and he had accepted. " to help us out of our financial situation ".

The magistrates lined the company a total of £1.092. including costs.

The third defendant—whose vehicles were also involved at the same sites—was George Haves. of Fobbing. He pleaded guilty to 24 offences of operating one vehicle without a carrier's licence. and II offences of operating outside the conditions of a C licence held in respect of the other vehicle.

Speaking in mitigation. Mr. Hayes said that he had called at the offices of the Metropolitan Licensing Authority for application forms and intended to apish: for a licence, hut illness had prevented him from doing this. He was fined a total of ti212 125., including costs.
