Which of the following most accurately describes the problem?

THE Minister of Transport told M.P.s this week that he had no evidence at present that would justify imposing special speed regulations on goods vehicles using motorways. Special rules had been suggested by Mr. Charles Howell (Labour, Perry Barr), who asked to what extent the speed of freight vehicles had contributed to motorway accidents. Precise information on this was not available, answered Mr. Marples.

When Mr. Howell mentioned overloading as a possible cause of accidents, the Minister told him that the extent to which this contributed to accidents was difficult to determine.

Mr. Marples was no more impressed by the suggestion of regulations governing the use of faster lanes by freight vehicles—another point raised by Mr. H cimel 1.
