Which of the following most accurately describes the problem?

for Thames Tunnels rtNE-WAY working in the Blackwall rtNE-WAY working in the Blackwall and Rotherhithe tunnels under the Thames would apply only to large goods vehicles, not buses or motorcars, under new proposals for a traffic experiment announced by the Minister of Transport.

This recommendation, made by a working party of engineers, has been accepted in principle by the Minister, who has now put the revised proposals to the London County Council and other authorities concerned.

Under the new proposals, vehicles (other than buses) which are more than 6ft. 6 in. wide or more than 25 ft. long would he prohibited from using Blackwall Tunnel from south to north and Rotherhithe Tunnel from north to south. Larger vehicles (restricted by current bye-laws to 7 ft. 6 in. maximum width and 33 ft_ length) would continue to use the tunnels in the oppos:te direction:; a special 9-ft-wide lane would be provided.

To ensure that vehicles exceeding 6 ft. 6 in. wide did not use the tunnels other than in the one-way system, control bays for checking vehicle widths would be provided at the southern approach to Blackwall Tunnel and at the northern approach to Rotherhithe Tunnel.

.As it is proposed to exempt buses these measures would not interfere with the regular public transport service through the tunnels. Fire service appliances and maintenance vehicles would also be exempt.

These revised proposals should make it possible for opposing traffic streams in the tunnels to pass each other continuously without being held up at the bends.
