Which of the following most accurately describes the problem?

• Having spent some £12,000 on repairs and maintenance and a total of £32,000 on re-equipping the fleet since taking it over in March, a Maldon, Essex. company, W. Jarvis and Son Ltd, submitted to the Eastern LA last week that it had made many considerable efforts to improve the standing of its vehicles. In addition to the money spent, it had arranged for 38 vehicles to be plated and tested, had removed several old vehicles from the licence and replaced them with new ones.

The considerable muddle it had encountered when taking over the vehicles -one vehicle and 16 trailers were not plated or tested — had been arrested and a major programme undertaken to get the fleet into good order. Not the least of this • effort was the acquisition of substantial new premises, the company stated.

The company was called under Section 69 and a vehicle examiner gave evidence that he had visited the company's premises on September 21 when a GV9 was issued in respect of one vehicle. Asked about records, the examiner said that he found them very much improved since a previous visit and he felt the company was making a very real effort.. Replying to a question put by the LA as to whether he considered the company's facilities would stand another five trailers as applied for, the examiner said he felt they would be satisfactory. Referring to another prohibition since the March take-over, evidence was given that this had been incurred when a garage had been asked to prepare a vehicle for test. Despite the company having spent more than £500 on this vehicle, it had received a GV9 when presented for test.

Summing up, the LA said that he accepted the efforts the company had made and was satisfied that the prohibitions, which were due to troubles following the take-over, should not recur. In all the circumstances, the LA said he would direct that the margin on the licence be reduced by the deletion of five vehicles but he would grant the application for five additional trailers.
