Which of the following most accurately describes the problem?

• Dumfries and Galloway branch of RHA is to protest to the Government about the unfair competition from Ulster-based firms. The branch claims that the Ulster firms can cut prices because they are not bound to the same regulations as British firms.

The branch also claims there are inadequate DoE spot checks on the A75, the main link with the short-sea ferry route between Stranraer and Larne.

Mr Robert Lithgow, a director of one of the main haulage firms in the South West, said: "They are riding roughshod througl our regulations. They don't care either because they know there is little chance o prosecution."

Mr L. Stokoe, secretary of the Scottisl area of the RHA said: "The basic difficult: is the different regulations for Britain an Ulster. Our regulations covering wages driving hours, and maintenance standard are much higher, which does enable them t4 operate a lot cheaper.

"The only solution would seem to be t.4 have the same regulations for everyone."
