Which of the following most accurately describes the problem?

The penalties for illegal dumping are so steep that few hauliers will take the risk nowadays, according to the Chartered Institution of Wastes Management.

CIWM deputy chief executive Chris Murphy says: "The majority now dolt legally, but there are still some that try to get round regulations, particularly with hazardous waste, because carrying it can be extremely lucrative. The penalties are high, but so are the rewards."

Those penalties, which used to be little more than "a slap on the wrist", according to Murphy. are now much steeper: "You can get a £20,000 fine, be imprisoned, have your licence taken away and get your vehicle impounded. It's taken a lot more seriously than it used to be."

Even so, the CIWM favours even tougher penalties combined with effective enforcement. "We are right behind the government on this," says Murphy. For its part, the Environment Agency says it has not seen any evidence of an increase in flytipping, following its drive for Landfill sites to be more tightly regulated, although it constantly monitors the situation.
