Which of the following most accurately describes the problem?

They must involve the vehicle leaving the UK at least once per month; they must be entirely ad hoc, casual and circumstantial; and journeys must be made at infrequent intervals. This chimes with Vosa's view (see above).

Cabotage was illegal until 1993 when EC Regulation 881/92/EEC allowed a limited system of cabotage with permits and quotas.

This was followed in 1998 by Regulation 3118/93/EEC, which established a permanent, permit-free cabotage regime and removed restrictions to promote competition in a tree market—provided the operation is carried out "on a temporary basis".
