collar about new EU livestock transport regs. David Harris reports.

NEW LIVESTOCK transport rules from Europe are coming under increasing criticism from trade organisations.

The European Commission's directive on animal welfare is due to be implemented from January next year, followed by further regulations in 2008.

The Scottish Rural Property and Business Association (SRPBA) is the latest body to express its fears about the "bureaucratic and financial burden" imposed by the new rules.

The first phase of the regulations will introduce a special licence for everyone hauling livestock for more than 40 miles and will cost at least .£20.The second phase, in 2008. will mean specialist training and a certificate costing £350.

Then. from 2009, hauliers will be obliged to fit global positioning equipment on all livestock trucks to ensure accurate tracking. Jonathan Hall, head of rural policy for the SRPBA, says: "Journey authorisations will provide no additional animal welfare benefit, particularly in relation to short journeys, and will cause onerous and unneces sary problems for those who transport animals as a necessary part of their business activity."

Derek Armstrong, of livestock specialist William A rmstrong,says the new rules are an example of -how the haulage business is pressured all the time". Fellow Cumbrian livestock haulier John Stamper, of RI Stamper. adds that the extra licences will increase costs but points out:"We won't get anything extra for doing the hauling.
