Which of the following most accurately describes the problem?

DEARDS is to provide services for lorries at the new motorway service area at South Minims. The company already has a site next to the new service area, and will provide about 120 additional lorry parking spaces there.

Transport Minister Mrs Lynda Chalker has announced that BP Oil is to build the South Minims service area, with Welsome Break operating the facilities. Mrs Chalker says that the development of the passenger motorway services is to be on "experimenal lines," involving the resiurces of EP to ensure that the services area is open to the public by the time that the M25 is completed late next year.

In deciding that BP should develop the site, Mrs Chalker says she took into account the company ownership of a significant part of the land required for the service area.

Mrs Chalker has also announced the calling of tenders for the development and leas n g of the proposed motorway service area at Thurrock, to serve the eastern side of the M25. Tenders for that have to be in by the end of February 1986.

It is expected that the other two proposed sites — at Clacket Lane and Poyle — will be put out to tender as soon as possible.
