Which of the following most accurately describes the problem?

EXPERIMENTAL signs which tell drivers "Slow Down Please" are being installed in Hampshire. They will automatically flash the message to any driver travelling at more than a particular speed.

The new signs are due to start operating on the A32, where the Hampshire County Council says that it has been concerned about the speed of heavy vehicles.

Each of the four signs will have its own speed sensor operating through detector loops in the road which will activate the normally blank signs when the vehicle is travelling at more than the pre-set speed.

Three signs on the A32 are being paid for by the Hampshire County Council at £5000 but the cost of the other installation on the A343 will be met by the Transport and Road Research Laboratory which is to study the experimental signs.
