Which of the following most accurately describes the problem?

A true but almost incredible story :—A few days ago a driver called at a garage in Aberdeen, and having asked for a couple of gallons of petrol, the price of which was 3s. 7d., tendered 4s. in payment. The Aberdonian gave Is. in change and was searching for a further 5d. in coppers to make up Is. 5d. The astonished driver inquired, "Is this Aberdeen?" it being unthinkable that 1s. 5d. change should be given instead of 5d. only. He pointed this out to the dealer, who accepted the Is. with alacrity and gave the driver (not an Aberdonian) a sixpenny piece. The latter could not produce a penny, and to his amazement was told he could keep the penny for his honesty!
