Which of the following most accurately describes the problem?

Transport Minister William Rodgers is to receive this recommendation from his Department.

At present, there is doubt about the legality of using this combination because it can be regarded as a motor car or heavy motor car drawing two trailers.

The DTp is to recommend that the regulations be amended so that the composite trailer can be treated as one trailer.

Obviously, it must meet the normal regulations about brakes, weight limits etc. When travelling separately, the converter dolly and semitrailer must meet the appropriate Regulations.

Some converter dollies weigh less than one t unladen but can be used part of a composite tra having a substantial la( weight, so it is desirable t these be bought within scope of the plating testing scheme.

Any converter dolly m on or after January next require a manufacturer's pl and be subject to testing.

With regard to brak efficiencies (Regulation 94 C and U Regulations) reference made to the dab manufacture of the tre combination must be the the date of manufacture of semi-trailer.

Any comments on the commendation must be rr to The Department of Tr. port by October 28.
