This claim was made by counsel for the Irish interest, Dermot Sheridan, at a hearing by the Transport Users' Consultative Committee for Wales in Fishguard.
The service was enshrined in the Fish guard and Rosslare Railways Act of 1898 and reaffirmed in a 1959 agreement between the British Transport Commission, the Waterford Harbour Commissioners, Waterford Corporation and Waterford Chamber of Commerce, he said.
In the agreement — readied when the Fishguard-Water ford passenger service was withdrawn — BR entered into a solemn obligation to provide three weekly sailings between the two ports for general cargo and livestock, Mr Sheridan said.
But the livestock service has since been withdrawn, he added.
BR Board representative Derek Roberts said the user evidence presented at the hearing was in the minority. Only 29 of the 60 principal users of the service had objected.
