In 1973 he left the TRRL and moved to the Building Research Establishment as assistant director.
He joined the Department of Transport in 1978 as head of the transport special programmes division and was involved in the formulation of the Department's research programme on transport systems. Two years later he was promoted to his last position as head of the Transport Science Policy Unit.
