Which of the following most accurately describes the problem?

• We recently reported that in the course of the hearing of an application for an operator's licence on behalf of Bow Bells Deliveries Ltd, made before the Metropolitan Licensing Authority, Mr D. I. R. Muir, on July 31, 1970, statements were made on behalf of Bow Bells Deliveries Ltd and were confirmed in evidence by Mr Frank Davis, managing director of Bow Bells Deliveries Ltd and of Bow Bells Transport Ltd, that convictions against Bow Bells Transport Ltd in respect of plating and testing offences were the responsibility of Mr P. J. A. Wallington who was employed

as chief engineer of Bow Bells Transport Ltd at the relevant time. It was also reported that Bow Bells Deliveries Ltd had found that Mr Wallington "was not satisfactory by any means." Mr Wallington, who is an Associate of the Institute of Road Transport Engineers and a Student of the Society of Engineers and who is now employed as fleet engineer by E. F. Phillips and Sons Ltd of Mannings Heath Road. Parkstone, Dorset, vigorously denies these allegations and has issued legal proceedings for damages for defamation against Mr F. Davis and Bow Bells Deliveries Ltd.
