Which of the following most accurately describes the problem?

LEICESIER successfully applied to 1--.1 the East Midland Licensing Authority on Tuesday for permission to reduce some of the principal tius fares (as foreshadowed in the issue of The Commercial Motor dated September 18).

--The Authority declared: " It is unique to find an application from a transport undertaking to decrease its fares when the general tendency is to receive applications for increased fares."

The 31d. fare has been reduced to 3d., and passengers who hitherto travelled four miles for 4d. will now be carried a greater distance by the introduction of a seventh stage.
