Which of the following most accurately describes the problem?

AORE than 120 local authorities in IVI Lancashire, Westmorland, Cumberland and the West Riding of Yorkshire have been asked by Mr, George Brook, general manager of Ribble Motor Services, to give their views on smoking in the lower saloon of double-deck buses.

Ever since the company was formed in 1919, smoking has been permitted in the upper and lower saloons of Ribble double-deck buses, and in a letter to local authorities Mr. Brook observes: "In recent years, a very limited number of representations have been received from local authorities, nonsmoking leagues and individuals, more particularly following the report of the Royal College of Physicians earlier this year, seeking the company to prohibit smoking in the lower saloon of doubledeck buses.

" In order to assist the company in giving further consideration to this matter, I would appreciate if your Council would indicate whether, in its opinion, a prohibition in certain circumstances would be desirable and welcomed."
