Which of the following most accurately describes the problem?

up to Operation Dynamo, a fuel-dyeing initiative set up by Derbyshire police and Derbyshire Dales District Council 18 months ago, to protect themselves against thieves.

Longcliffe Calcium Carbonates, David Bradley Haulage and Ben Bennett Jr have become the latest members to join, taking the number of companies using the dye to 14. David Bradley said: "We have a lot of security measures already in place, such as anti-siphon caps on our tanks, but having this dye is a great idea. It acts as a deterrent to thieves and anything that does that has got to be worth it."

Each member receives enough dye to mark 40,000 litres of diesel, as well as a sign and stickers to put on fuel tanks to warn potential thieves that the fuel has been marked. Police will be dipping fuel tanks in the area to determine whether marked fuel is present, linking thieves to the crime.
