Which of the following most accurately describes the problem?

• Road transport companies are more concerned about the welfare of their staff than traffic congestion issues, according to a survey of the UK's biggest operators. The study of the UK's top 1,000 companies shows that road haulage operators—along with other businesses—consider the health and safety of their employees as their paramount environmental concern.

Of the 30 top hauliers questioned, the second most important environmental issue was air pollution, followed by water pollution, waste minimisation and global warming. Traffic congestion came eighth. Nearly 60% of company bosses say lower VAT rates for companies using energy-efficient Fuels and materials would improve their environmental performance. The survey, which was sponsored by environmental policy charily the Green Alliance and the ENTEC Consultancy, shows that 70% of large companies attach more importance to green issues than they did a year ago.
