Which of the following most accurately describes the problem?

• The public inquiry into York City Council's plans to extend the city centre's lorry ban (CM 7 March) has now heard the report of the Inspector, George Smedley, The Council proposed to increase the number of streets in the banned zone from seven to 27 and to extend the period when vehicles were not allowed by an hour and a half, from 10.30am until 4.30pm.

Smedley has recommended that the access-only zone is increased to include the 27 streets, but that the core time is reduced to 11.30am until 4pm. The Freight Transport Association has led representations against the ban and Northern regional director Bob Cross says: "The Inspector has obviously taken note of our evidence and decided that more time was needed for deliveries. A lot of effort went into the collection and presentation of our evidence and it proved worthwhile. We are also pleased that there are to be no special rules for Saturday as originally proposed."

Cross now expects York to make an order on the basis of the Inspector's recommendations.
