Which of the following most accurately describes the problem?

requirements of 'The Road Traffic (Carriage of Dangerous Substances in Packages etc) Regulations 1986', Raydeck Safety Products has designed a metalframed safety sign.

The new regulations stipulate that if any vehicle is carrying a total of 500kg or more of a dangerous substance in bulk or as outlined in the regulations — in separate receptacles, then that vehicle should display two reflective orange coloured plates with black borders one at the front of the vehicle and one at the rear.

An important aspect of the new legislation is that the plates should only be displayed when a vehicle is actually carrying the dangerous substance, so the new Raydek vehicle signs are designed to accept a reversible reflective plate.
