Which of the following most accurately describes the problem?

• The PSV operator's licence held by Norman Mayers, trading as Thomas Coaches of Stockport, has been prematurely terminated to expire in 20 months time by Acting North Western Traffic Commissioner Keith Waterworth.

Vehicle examiner Roy Barnes inspected four of Mayers' coaches, imposing two immediate and two delayed prohibitions for 13 defects, and four defect notices listing 43 items. Since 1973 there had been 33 prohibitions. None of the four maintenance investigations had proved fully satisfactory.

Mayers said that the defects found had all been cleared within three days. In December the lease on his premises expired and for two months he virtually had to work from the street. He had now acquired new premises and an inspection pit would be completed in a week's time. He had arranged for the Freight Transport Association to check one vehicle a month.

Prematurely terminating the licence, Waterworth said it was clear that Mayers was making some efforts to improve the maintenance, but he had to take account of the company's maintenance history. In 12 months time the company's maintenance record would again be considered and he would see if the necessary improvements had been made.
