EVIDENCE generally similar to that needed by private hauliers seeking the renewal of special A licences was submitted by British Road

Services, last week, when they asked the North Western Licensing Authority, Mr. F. Williainson, to grant the continuation of their free A licences. Of the 99 vehicles involved in the applications, a normal user of" parcels and smalls, Great Britain" was sought for 90. During the hearing, several complications arose over bases.

Decision was reserved in respect of 75 vehicles, and the other 24 were granted. There were no objections to the applications, which were as follows: Bamber Bridge: 20 vehicles (60 tons), three trailers (81 tons). Albert Street, Blackburn: 12 vehicles (254 tons), three trailers (8 tons). Old Hall Street. Liverpool: five vehicles (20 tons). Chapel Street, Liverpool: two vehicles (6 tons). Great Howard Street, Liverpool: two vehicles (54 tons), Light body Street, Liverpool: two vehicles (6 tons). Ford Street, Liverpool: one vehicle (3 tons). Vulcan Street, Liverpool: three vehicles (94 tons). White City, Manchester: 27 vehicles (74+ tons) and seven vehicles (214 tons). Boardman Street, Manchester: four vehicles (114 tons). Radium Street, Manchester: three vehicles (54 tons). Newton Street, Macclesfield: two vehicles (5-,1 tons).

Mr. J. L. Fox, manager of Manchester parcels branch, produced figures showing the employment of various vehicles, and details of tonnages and receipts. He said sub-contractors were employed to deal with surplus traffic. He told Mr. Williamson that the figures given in court applied to the whole B.R.S. fleet,

Mr. A. Robinson, Liverpool parcels branch manager, said the vehicles were making regular journeys carrying the commodities described in the normal user. He also produced figures in respect of his vehicles.

Mr. W. A. Haines, Preston parcels branch manager, said 16 vehicles had been destroyed by a fire at Bamber Bridge and as soon as possible an application would he made for substitutions. They were operated under three A licences.

Mr. A. Logan, a B.R.S. licensing officer, said there might be difficulties in the East Midlands if the applications were refused.

The complications over bases developed when it was found that three of the 27 vehicles wanted for White City did not return to Manchester regularly. It was then revealed that two of the Bamber Bridge vehicles operated from Carlisle and one of those wanted for Ford Street operated from Seacombe. Mr. Williamson said the White City application would be granted, except for those vehicles which did not return regularly to Manchester.

The application regarding the other nine vehicles was made by B.R.S. (Contracts), Ltd., who wanted to operate them from Ashburton Road, Old Trafford. It was stated that if the application were granted, the vehicles would be deleted from three A licences and the normal user would be "general goods to Lancashire, Yorkshire, Cheshire.' Wales, the Midlands and the South." At present there were 271 vehicles at Ashburton Road being used by 31 different concerns on contract A licence and C hire.

Mr. F. Greening, who is in charge ot Trafford Park contracts depot, showed revenue and mileage figures for the nine vehicles. Mr. Logan, recalled, said the vehicles were sometimes used for traffic to the north-east coast, and he thought the normal user should be amended.

Mr. Williamson replied that if the normal user were to be altered a new application should be made. He reserved his decision.
