Which of the following most accurately describes the problem?

THE Automobile Association points out that many motorists have the erroneous impression that the 30 m.p.h. speed limit outside built-up areas does not apply to utility vehicles when used for private purposes. Actually, these dual-purpose types of vehicle are subject to the 30 m.p.h. limit at all times, irrespective of whether they be licensed or used as private cars or as commercial "vehicles. The deciding factor is the method of construction, and not in the use.

In addition, as a rule, the horse-power or cubic-capacity tax is greater than the alternative tax on unladen weight. For this reason, when such a utility vehicle is used both for private passenger carrying and the conveyance of goods, the higher rate must be paid. If the vehicle be employed in the course of a trade or business, the requirements of the Road and Rail Traffic Act in respect of restricted hours of driving must be observed, and records of journeys kept.
