A DOT discussion paper recommends three categories of vehicle for VED purposes: on the road, paying normal rates; off the road and up to 12 tonnes, paying a lower rate for a tax disc; and "temporarily off the road" to cater for vehicles used rarely, such as vintage trucks.

Their aim is to reduce the L150-200m a year said to be lost in VED fraud.
