Michael Turner disqualified the company's directors, PT Marks and WD Tobin, from holding or obtaining a licence for 10 years.

The company, of Commercial Road, London E14, failed to attend an Eastbourne disciplinary inquiry.

It had been granted a licence in January 1994 authorising five vehicles and two trailers. Turner

said the Vehicle Inspectorate had reported great difficulty in con

tacting the company to arrange a fleet check. Eventually a surprise visit was made with the assistance of the police. Five vehicles were examined and three given prohibition notices.

Vehicle examiner William John pointed out that the mainte nance contract submitted with the licence application had been cancelled; that there were no records of safety inspections; that the new maintenance contractor had said that all he had done were some breakdown repairs; that one vehicle was in use without a valid annual test certificate; and that there were six dangerous and three delayed items listed on the prohibition notices.

The company had broken statements of intention made to obtain a licence in relation to keeping vehicles fit and serviceable; ensuring that drivers reported defects as soon as pos

sible; maintaining inspection records; and telling the LA of any changes affecting the licence—in this case the change of maintenance contractor.
