Which of the following most accurately describes the problem?

• Local authorities have given a guarded welcome to the road safety proposals contained in the latest Department of Transport White Paper on road traffic law (CM 9-15 February).

The Association of Metropolitan Authorities broadly supports the White Paper, but warns: "The proposed return to an offence of 'dangerous driving' is likely to create as many problems as it solves." The AMA prefers a proposal for the offence of 'criminally negligent driving' which, it says, is easier for the public to understand. The AMA is also concerned that dangerous driving offences may be related to the act rather than the nature of the act.

There is disappointment from the Association of District Councils, which hoped the Government would follow the North report's recommendation to "introduce fixed penalties to cover a greater proportion of enforcement costs". The ADC says such penalties should be introduced and should automatically increase in line with inflation.
