Which of the following most accurately describes the problem?

• Lesley and Ann Dean, trading as Three M's Transport, has been granted a new two-year six-vehicle international licence by West Midland Licensing Authority John Mervyn Pugh.

At the end of January, the LA had refused a similar application by Lesley Dean, and had terminated her interim licence, after evidence that she was in partnership with her husband Alan (CM 9-15 Feb).

Mervyn Pugh said that the other problem on that occasion was that the financial information produced had covered one vehicle, not six. For the Deans, it was said there had been a problem over the imposition of prohibition notices on three of their six vehicles last October. At the time they had been using a commercial garage for vehicle maintenance. That garages's work had been poor so the Deans had employed their own mechanic.

Alan Dean said that the vehicles would be inspected every fortnight. He said the five vehicles that had been in the garage since the interim licence was cancelled had all been rebuilt. He agreed to institute a nil-daily-driver-defect reporting system.

Granting the licence, Mervyn Pugh said that if another prohibition was imposed, the chances of the licence continuing were remote.
