Which of the following most accurately describes the problem?

• West Midlands PTE will cut its annual £5.6 million subsidy for non-commercial bus routes by £980,000 next year as changes are made to contracts for 130 services.

The changes will be made as contracts come up for renewal or are altered after 30 April. The PTE says the cut reflects its increasing expertise. "A number of contracts will be longer-term than before; some up to the five years maximum allowed by the 1985 Transport Act," says the Executive's chief planning and services officer, Paul Addenbrooke. "Contract documents were issued this year to 45 operators, 25 of which made bids — up 11 on last year.''
