Which of the following most accurately describes the problem?

NO SPECIAL concession had been made to lorry drivers to claim expenditure on meals retrospectively, said Robert Sheldon, Financial Secretary to the Treasury, in the Commons.

He told Nicholas Ridley (Tory, Cirencester and Tewkesbury) that like any other taxpayer, a lorry driver was entitled to claim relief which might be due to him for back years in respect of expenses, provided the requirements of the law were met and he could furnish evidence to substantiate his claim.

Mr Sheldon pointed out that lorry drivers were required to travel as part of their duties, and, in accordance with a decision of the High Court which related to an airline pilot, it had been agreed some two years ago that, whether or not they were union members, they should get relief in respect of extra expenses incurred on meals taken in the course of performing their duties.

No information was available as to the cost of allowing this particular item of expenditure to this particular class of employee.
