Which of the following most accurately describes the problem?

• Golders Green tipper operator A. Pannell Ltd was ordered to curtail its 57 vehicle fleet to 50 vheicles for three months by the Metropolitan LA on Wednesday. The company appeared before the LA following "a number" of convictions — four of which concerned overloading — and 12 GV9s.

Mr Gordon Pannell, a director of the

company, said the licence authorized 102 vehicles and until recently operated between 70 and 80. But this had been cut to 57 vehicles because of a lack of work and a shortage of drivers. He said that the maintenance checks were carried out at four-weekly intervals and drivers were required to fill in a defects form at the end of each day.

The defects listed on the GV9s were the type allied with tipper work on rough building sites and tips. There were no defects listed for brakes or steering.

Of the overloading offences, Mr Pannell said it was very difficult for drivers to check the weight of loads because sites had no weighbridge facilities and it was difficult to find a public weighbridge en route.
