Basis of the system—the Spartan Mark II—is a self-draining reel. The drum of the reel rotates about a vertical axis, the hose being coiled on the drum with entry at the base, so that any residue in the line when the hose is restowed on the drum gravitates to a draining valve at the base of the reel. The cargo delivery Pump is located near the reel and draining lines from the drain plug in the delivery pump and the air eliminator and meter sumps are taken with a drain line from the reel, to a control valve.

From this point a small electrically driven scavenging pump is used to return any residue left in the line after delivery, to the compartment from which it came.
