Which of the following most accurately describes the problem?

From our Political Correspondent

ALTHOUGH the Socialists put their main effort into a nationalization move which was defeated, the Lords have put down no fewer than 81 assorted amendments to the Pipelines Bill which began its course through Committee this week. This large number of amendments will give the Bill an almost line-by-line scrutiny by the Upper House, which shows that Parliament wants to look at this futuristic transport measure closely.

The Government . intend to set up "consultative arrangements" to discuss other forms of transport when major pipeline projects are being considered, Lord Mills announced.
