Which of the following most accurately describes the problem?

TT is easy to understand why the monthly commentary, "Licensing 1 Casebook by N. H. Tilsley, is one ofthe most popular regular contributions published by The Commercial Motor. Licensing is a subject that vitally affects all hauliers and bus and coach operators. Yet, because of its complexity and continually shifting emphases together with the volume of applications and appeals that are heard every week, individual operators are always hard pressed to keep abreast of current developments.

More and more, people are becoming Aare of the usefulness of a regular feature that explains the major current developments which have been reported in the news pages. When, in 1959, The Commercial Motor started a commentary on licensing, it pioneered a valuable service to hauliers. This was followed, in 1960, by the unique "Expansion Trends in Haulage" feature which, each week, summarizes the main A and B licence applications in every traffic area; thiS, too, has become extremely popular.

Now this journal takes another major step to assist operators in keeping abreast of things. As from next Friday's issue, "Licensing Casebook" will be published every other week, making another " first " in contemporary road transport journalism. The step has been taken, at popular request, because once a month is not often enough adequately to comment upon the licensing scene.

Weekly licensing news reports, weekly applications summary, bi-weekly commentary on major licence matters—all these add up to an invaluable and unique service by The Commercial Motor.
