Which of the following most accurately describes the problem?

THE HIGHWAYS AGENCY is threatening a crackdown on truck drivers in Merseyside who continue to ignore safety warnings and use the Bidston Moss viaduct to reach the Kingsway Tunnel.

Trucks over three tonnes have been banned from using the route on the M53 since January (CM 13 January). But the Highways Agency says that despite strict enforcement by the Merseyside police, which has resulted in several prosecutions, some drivers are still ignoring the restriction.

Prominent yellow and black signs will now be installed to reinforce the message that the ban is in place until strengthening work is completed in December.
