Which of the following most accurately describes the problem?

to the local police, appeared before Bury St Edmunds court on 9 June for the breaking in and theft of CBs from lorries in the locality.

His record includes assault on police and threatening behaviour. He burgles his own neighbourhood and does not take a job unless near court appearances.

He received a conditional discharge for two years.

I thought theft was black and white — you do not smash a window and steal someone else's property. Even a fore

igner travelling the country, unable to speak the language, would know that.

One may unwittingly break the law, with all the complex rules and regulations in haulage, or a driver commits an offence and you are the traffic manager possibly hundreds of miles away.

Does anyone, however — driver, owner operator or traffic manager — get better treatment in the courts than this thief?

R M F Vaughan The ford, Norfolk.
