Stocktonon-Tees High Street, now that Cleveland County Council has gone ahead with a traffic regulation order to ban bus stops.
The county council originally asked North Eastern Traffic Commissioner Frederick Whalley to determine a traffic regulation condition because deregulation had led to chronic congestion and safety problems in the high street.
Whalley reserved decision because he did not wish to determine a traffic regulation condition when the council could use its own powers (CM 17-23 March).
