Which of the following most accurately describes the problem?

A CLEAR difference of opinion has arisen between Dyfed County Council and the Welsh Office over plans to administer rural transport demonstration projects in the county.

The Welsh Office proposes a supplementary committee comprising representatives of the Borough of Dinefwr, community councils, the Women& Royal Voluntary Service, Welsh Consumer Council, the Post Office, and Dyfed County Council.

Dyfed, on the other hand, wants to administer the RUTEX services on its own and intends to boycott the supplementary committee if it is formed.

County surveyor Alun Thomas has recommended that no representatives be sent to the supplementary committee and proposes that the county should decline to provide any technical or financial support to it.

The costs of running the committee would, according to the Welsh Office, be met by Dyfed, but Mr Thomas has said "Such a large committee is not necessary."

The Dinefwr RUTEX services are administered at present by the Welsh Office, but that arrangement is due to end on December 31.
