Which of the following most accurately describes the problem?

A Two major factors are relative to deter" mining the size of a training board: the number of establishments in the particular industry and the number of employees involved. It does not necessarily follow that these would be in step, i.e., that the board with the greatest number of establishments would also have the greatest number of employees with which to deal.

In terms of numbers of establishments the Agricultural, Horticultural and Forestry Board has 140,000 establishments under its jurisdiction, Hotel and Catering 125,000 and, third, the Road Transport Board with 90,000.

Reckoned by number of employees, however, Engineering heads the list with 3.8m„ followed by Construction with 1.7m., Hotel and Catering lm., with Road Transport slightly less at 0.9m.

Apart from these bare statistics, however, there are other factors such as geographical distribution of an industry and the complexity of its make-up which could add to the problem of a particular board, and likewise to the size of staff which that board would have to employ in order to carry out its work satisfactorily.
