Which of the following most accurately describes the problem?

The North West Passenger Transport Co-ordinating Committee is setting up groups in six areas not covered by the two major conurbations which come into the orbit of Mrs. Castle's Passenger Transport Authority plans.

A meeting was held earlier this month for the Morecambe and Lancaster area and in Blackpool on June 29 the committee will call together local authorities, passenger transport operators (including British Railways) and a representative of the Passenger Vehicle Operators Association in the Fylde area to see how transport services can be improved. North-East Lancashire, Mid-South Lancashire (Warrington, Wigan and St. Helens), the High Peak and Cheshire are the other areas concerned.

The steering committee of the co-ordinating group for the Merseyside conurbation has suggested a single transport undertaking for the whole of Merseyside but no action will be taken before the publication of the White Paper expected shortly.
